  • Led and developed the New Zealand first response CBRNe capability provided by NZDF, as mandated by Government. Acted as forward military controller for National Contingency CBRN Operations, including providing advice to other government agencies as part of the Whole Of Government response to the threat of CBRNe terrorism, within the frameworks of the New Zealand Coordinated Incident Management System (CIMS),
  • Commanded the NZDF specialist Explosive Ordnance Disposal units in both Wellington and Auckland, providing support to NZ Police, FENZ, Health and other government agencies through a 24/7 on-call deployable capability.
  • Coordinated operations with other emergency service groups during day to day business and in response to major incidents across New Zealand and overseas.
  • Acted as a subject matter expert in complex criminal incidents in New Zealand, appearing in court to assist with prosecution.
  • Trained and up-skilled NZDF personnel in order to combat CBRN terrorism at the highest capability levels, with particular reference to operations with NZ Special Operations Forces.
  • Planned and executed training events, including domestic multi agency exercises and joint training with overseas agencies, such as the FBI.

  • Instructor at the Biological and Chemical Munitions Disposal Branch at the British Army School, including a live operational deployment to Bosnia to extract Liquid Propellant chemical samples, supported by military fire and medical services.

Accomplishments

  • Currently working with a Fijian representative to supply detection and identification equipment to the Government of Fiji, for use by the newly created Narcotics Agency in the fight against the spread of illicit narcotics across the South Pacific and into Australia and New Zealand. This has required separate briefings and demonstrations at Ministerial level. Successful delivery of this project should see the spread of this capability across other Pacific islands to support their fight against trans-national narcotics crime.


  • Acted as a consultant to the UNODC on an initiative for the prevention and response to the use of chemical weapons by terrorists and other non-state actors in Indonesia. This initiative aims to enhance the Indonesian government's capabilities in preventing, detecting, and responding to the procurement, development, and threat or use of chemical weapons by non-state actors, particularly for terrorism purposes. The project is supported by the OPCW and Interpol, and involved providing training and advice to multiple agencies across the whole of Indonesian response to such incidents.


  • Delivered and trained a large, complex acquisition of CBRN and EOD equipment to the Indonesian National Police. This is a multi-year program and so far has been worth in excess of 39 million AUD since 2018.


  • Commanded UK military bomb disposal response teams, supporting UK Police and First Responders during the London Underground bombings of 7 July 2005 and subsequent attacks two weeks later. This involved providing advice and assurance at the Police regional emergency control centres, passage of information to and from national control authorities and management of individual response teams at the tactical incident level.


  • Delivered the Biological Agent detection capability to the Australian Department of Health, installing and training capability across public health laboratories strategically placed around Australia.


Awards

Awarded the Queens Commendation for Bravery in 1997 for service during EOD operations in Northern Ireland. 

Presented the United States Bronze Star Medal in 2006 for EOD operations in Iraq. 

Received a Certificate of Recognition from the FBI for work with them combating international terrorism in 2005. 

Awarded a Police Commendation by Greater Manchester Police for support to the Commonwealth Games in Manchester, 2002.
