Resource Consent Compliance

• Undertake environmental monitoring, in-field sampling, observations and reporting of water quality in the urban waterways of Napier in accordance with resource consent conditions.
• Undertake wet-weather monitoring for Napier City Council’s major stormwater discharge resource consents.
• Monitor discharge of waste water to the marine environment.
• Monitor closed landfills and bores.
• Ensure monitoring results are provided to Hawke’s Bay Regional Council within consented timeframes.
• Prepare compliance monitoring reports in line with resource consents.
• Complete investigations in relation to discharges to land or water from commercial, industrial, and residential sites, assessing activities that are a high risk to the stormwater network.

Stormwater Bylaw

• Work closely with commercial and industrial premises to ensure they are aware of and comply with Councils Stormwater Bylaw and provide expertise where appropriate.
• Require approvals for connection to the reticulated stormwater network where appropriate.
• Require Environmental Management Plans (EMPs) to be prepared as appropriate
• Take corrective action where stormwater discharges do not comply with the Stormwater Bylaw, in line with Council’s enforcement policy.
• Assist with the undertaking of environmental projects under the guidance of the Environmental Leads and Manager Environmental Solutions to create better urban waterway quality.
• Carry out surveillance, investigation and bylaw enforcement operations.

Pollution response

• On a rosterer basis, be on-call 24 hours a day as first point of call as Council’s representative to respond to, gather evidence of, and clean-up pollution events.
• Respond to pollution events supporting others, taking action to ensure pollution is prevented from entering surface water.
• Provide advice during pollution response events to Napier City Council staff, and third parties such as Fire and Emergency New Zealand where appropriate.
• Liaise with Hawke’s Bay Regional Council during and after pollution events.
• Provide summary reports to Hawke’s Bay Regional Council including corrective actions taken during pollution events, ensuring reports are provided in line with timeframes stipulated in individual resource consents.
