Overview - Accountability Reporting Experience

  • I currently oversee all aspects of the IPCA’s financial management, compliance, risk and assurance and accountability reporting, financial risk management, cash flow, project, and long-term forecast budgeting, Budget Bid preparation - including detailed response to business case analysis requests, oversight and liaison with AuditNZ/Appointed Auditor during annual Audit cycle.

Briefing to the Incoming Minister (BIM), Briefing to Ministry of Justice on IPCA matters, Statement of Performance Expectations (SPE), Statement of Intent (SOI), Annual Report, Quarterly Performance Reporting to the Minister, response to written parliamentary questions, annual Justice Select Committee questionnaire and hearing attendances, OIA and Privacy requests, remodeling of performance analytics reporting, using Microsoft Power BI, Key Liaison during merger and acquisition, and due diligence processes (Truescape), Key Liaison contact for external government funding; Callaghan Innovation, NZTE Growth Grant (Truescape), crown-entity monitoring (IPCA-Ministry of Justice), Preparation of Tender/Proposal documentation, due-diligence disclosures for State and Federal government contracting (South America, Australia) procurement activities, administration of contracts across multiple jurisdictions (South America – Columbia, Brazil, Honduras, North America, Canada – Oil and Gas, Mining, renewable energy sectors) (Truescape), legislative compliance, taxation reporting and administration for all North American business activities (Truescape), foreign Currency and hedge fund administration (Truescape).

Human Resource Management

Responsibility for recruitment, onboarding and induction programmes, performance management, professional capability development, disciplinary procedures, compliance/employment legislation, remuneration review and strategy, succession planning, Key Personnel appointments, and delivery of HR strategy in complex small-to-medium sized Public Sector organisations and professional service businesses.  An excellent understanding of New Zealand employment law, experience in leading and supporting team members through periods of structural and operational change, including periods of uncertainty during merger and acquisition by global multinational (Truescape), led initiatives to help strengthen Executive/Management team diversity and culture. Bringing an Agile approach to HR Strategy within a rapidly growing and changing business (Truescape), 

I currently lead a team of seven staff and contractors deployed within the corporate teams of the IPCA, including the Board secretariat, investigation and complaint resolution support staff, operational advisors (legal), and specialist independent contractors (Communications, Engagement, Planning and Accountabilty), Stand-up Phase – IPCA Review of the Policing of the Parliament Protest. Including selection of HR/Recruitment contractor, specialist project manager, expert forensic/media content analysts, communications/visualisation specialists

Operational Support

Change Management

Operationalisation of process change recommendations following Martin Jenkins independent review of funding model, complaints/investigations process and systems aimed at creating efficiencies, and managing resources more effectively (IPCA). Policy review, creating a unified approach to managing legislative, financial and HR decisions (IPCA). Modernisation of operational ‘toolbox’, automation for optimization of service delivery (Cameron & Co).

It And Systems

Advanced understanding of system networks and IT infrastructure. High-level of confidence and familiarity in management of external IT service support relationships, technical knowledge of systems architecture and security considerations. Specialist knowledge of legal and finance sector IT project management, implementation, monitoring and evaluation, systems roll-out. Familiarity with legal practice management systems (InfinityLaw), through Beta-Testing site experience., Led project to use business intelligence to design, develop and implement a data interface tool, enabling trends and risks to be analysed resulting in evidence based operational decision making (Cameron & Co, Truescape, IPCA), Project Management of CRM system design and database migration. Including assisting in the design of a new case management system, testing workflows and wireframes, UAT testing and UIX (Cameron & Co, IPCA), Review of security environment (systems) and practices (behavioral) using Inspector General of Security and Intelligence (IGIS) and National Cyber Security Centre (NCSC) frameworks, Experience of operating in an Agile Research and Development R&D production environment (Truescape Ltd), Website design and storyboarding

Project Management

I am familiar with project management techniques and project management documentation. I was responsible for the initial planning and resourcing (stand-up phase) of the IPCA Review into the Police response to the protest activities at Parliament Grounds., Project management of CRM software development, data-migration projects, and system roll-out (Gawith Burridge, Cameron & Co, IPCA), Rapid stand-up of four new office sites following Christchurch Earthquakes (Cameron & Co). Successfully amalgamated four branch offices into one site. Project managed all build trades to complete new office development (Cameron & Co), Management of multiple concurrent projects to deliver updated systems across 50 pax multi-site Legal Firm – including selection of suppliers via RFP process, co-ordination of all build-trades, development of CRM software and subsidiary applications including precedents and online legal research resources, telephony system, remote access setups for satellite offices (Cameron & Co), Project Co-ordination, project budgeting, and operational delivery for office move and set-up of new offices (Gawith Burridge), Operationalised 2-day ‘stand-up’ of remote deployment during Covid19

This is my key strength. All other competencies stem from my ability to build relationships, gain understanding and develop strategic alliances within and between organisations.
