This Role reports to the Program Director and some of my current responsibilities include :

  • Support the program budget that covers labor, direct costs, indirect costs, and subcontracts.
  • Establish standardized financial reporting processes and prepare comprehensive reports and financial analyses.
  • Coordinate and prepare required financial reports and other contractually required reporting to submit to USAID.
  • Lead full compliance with USAID financial management, and reporting policies and standards, maintaining high levels of accuracy, completeness, transparency, and integrity.

Program Accountant

This role reported to the Resident Program Director (RPD) of the Pacific Islands Regional Program and oversees financials, budgeting and post award grant management and logistics for multimillion-dollar projects in the Pacific Islands. These projects are funded by the U.S Agency for International Development (USAID).

Key Responsibilities and Duties:

  • Maintains an understanding of funder and IRI policies and procedures related to grant compliance and oversight.
  • Fulfill IRI and funder reporting requirements in an accurate and timely manner.
  • Reconcile all program and travel expenses on time, keep detailed records of IRI expenditures based on IRI regulations.
  • Manage field office payments, vendor and partner inquiries and invoice processing.
  • Compile monthly rolling budgets for the field office, and monitor daily expenditures, reconciliations, and bank transactions.
  • Review and record field office expenses in JAMIS and ensure that advances are reconciled.
  • Prepare and processes payroll for local employees. Responsible for preparing all statutory returns (FNPF and PAYE) as required by the respective government authorities.
  • Ensure that field office staff have a strong understanding of IRI accounting policies and procedures and provide training as needed.
  • In cooperation with the RPD and other field staff, preparation of operating budgets and work on monthly operations projections for the next quarter.
  • Secure information by completing database backups and updating tracking system.
  • Handle field office procurement processes in compliance with IRI and funder requirements.
  • Create procurement plan and timeline for field procurement needs and monitor progress.

Senior Finance Officer

This role reported to the Head of Finance & Administration and oversaw financials, budgeting and post award grant management and logistics for multimillion-dollar projects, including Covid-19 in the Pacific and Tonga Tsunami and Volcanic Response. These projects are mostly funded by the U.S Agency for International Development (USAID), DFAT, MFAT, European Union and Australian and New Zealand Red Cross. Covid-19 and Resilience projects are implemented in 11 Pacific Countries.

Key Responsibilities and Duties:

  • Oversight of day-to-day financial accounting, budget monitoring, financial reporting, and treasury management.
  • Liaise with field and home office staff to ensure effective project implementation.
  • Capacity building: Develop the capacity of all office and filed staff (Finance and non-Finance) on organizations finance policies and procedures, donor grant compliance requirements, bookkeeping and internal controls.
  • Review operational budgets and initiate wired transfers to support ongoing field office expenses and implementation of activities.
  • Regularly monitor sub-grant and subcontract expenditures in assurance of contractual compliance and alignment with organizational goals and visions.
  • Provide direct supervision over Finance Officer and Finance Assistant.
  • Ensure organizational documents such as budgets, donor and national society contract agreements, monthly expenditure documents, reports and other compulsory documents are filed and stored on share drive and are readily available to stakeholders.
  • Prepare, review, and process all periodic financial reporting. Ensure budgets are updated with actuals monthly or quarterly as needed.
  • Ensure forex loss is minimized due to exchange rates through prompt clearance of accounts.
  • Supervise/maintain, updating of accounting and financial control systems in accordance with organization’s regulations.
  • Support logistics of workshops including travel. Support with project and contract agreements.
  • Reconcile all cash and bank accounts, review balance sheet and preparation of adjustment entries if required.
  • Provide monthly reports to budget holders/project managers after books closing such as project financial management reports, Movement of fund within their project and browse details of expenditures.
  • Review, process monthly filed fund request, monitor filed office cash flow, and ensure for adequate cash on hand.

Covid-19 Operations Finance Officer

  • Prepare financial donor funding reports for each donor and support narrative reporting. Assist in pledge utilization and income re-allocation.
  • Responsible for supporting KL office for Covid-19 Auditing.
  • Prepare Working advance reconciliations and send to National Societies at the end of each period.
  • Prepare Covid-19 reconciliations during Month end periods to ensure CCD Finance team can close books on time.
  • Prepare accruals and Provisions for booking during Month ends.
  • Provide monthly or ad hoc analysis or reports to the Head of Finance & Admin and program manager on the financial status of the program.
