  • My current role is working for Health NZ as the Payroll Implementation and Compliance specialist. The role includes understanding the contractual changing from old to new for a collective agreement and implement those changes to the effective employees within the agreement time frames. The changes are documented so that they are easy to be interpreted by the wider payroll team. The role is a working from home arrangement and I am trusted to complete my work
  • Prepared documentation and records for upcoming audits and inspections.
  • Stayed current with latest changes to applicable regulatory standards and company procedures.
  • Managed quality programs to reduce overdue compliance activities.

Acting Workforce Manager

New Zealand Police
01.2019 - 01.2023
  • My previous role was working for Police as the Tasman’s Workforce Strategic Analyst. I had a team of 3 staff, and we managed just over 400 Police employees. I led a small team that organised training, actioned leave requests, planned and implemented all operational rosters for the Tasman Police District. I have proven skills in time management, task prioritisation and organisation skills. I planned and managed large operations ensuring the employees with the appropriate skill levels were rostered. I also conduct thorough reviews looking for improvement strategies after each operation. I multitask daily. I established and maintained relationships internal and externally and influence others for our common goals. I am a methodical thinker able to work through what needs to be done for the ideal result. I used many different computer packages and was considered a National subject matter expert for the systems Police use. I trained all new staff in my team and had delivered classroom training at the Royal New Zealand Police College for many groups in recent years. I have a lot of experience creating and maintaining record management, systems, and processes. When I began in Tasman, I overhauled the systems within Workforce management streamlining processes., introducing new platforms and providing a fresh set of eyes which meant Tasman lead the way in many processes compared to other Police Districts. I work well under pressure with a high level of tact and diplomacy.
  • Fostered relationships with internal personnel to cultivate optimal service levels, attrition and quality.

Strategic Workforce Analyst

New Zealand Police
01.2017 - 01.2019
  • Prior to taking up a Tasman position in Nelson I worked remotely as a Canterbury Workforce Analyst in Blenheim for 2 years. There I led and motivated a team of 5 staff. We roster over 1000 employees to meet the business needs of Canterbury Police. I often seconded into the Managers role and played a pivotal role in many major events including the Canterbury Mosque shooting operation. I have excellent problem-solving skills and come up with new ideas that solve issues.
  • Worked with management to develop strategic and tactical plans to meet different requirements.
  • Set and adjusted to schedules to maintain optimal coverage and service levels.

Subject Matter Expert – HRMIS

New Zealand Police
01.2015 - 01.2017
  • 2015 I was asked to join a national project as the Workforce Planning expert on the largest government technology project in Australasia. ‘My Police’, a $70m HRMIS project employing over 200 staff including approx. 150 contractors and replaced the current Payroll, HR, Workforce management and learning management system while adding new recruitment and on-boarding functionality. I believe this was because of my workforce management expertise, my strong communication and problem-solving skills together with a positive approach to influence others during the change process. I was the sole workforce management representative from a District on this project. My role was to engage with all the project subgroups creating the product for Police using the technology, developing processing, and writing procedures how to use each system. I travelled to each Police District working closely with the workforce management teams documenting the current staffing structure and workforce needs. I then charted each job in each team for every workgroup for all areas for all 12 Police Districts. These skills and my experience I believe will be essential for your role.
  • Installed, configured, and monitored new system features based on user needs.
  • Observed packing operations to verify conformance to specifications.

  • Prior to that i worked in the Communications Centre as a Dispatcher Communicator and Team Leader for 10 years .
  • Prioritising and clear communication were essential for these roles and i ensured my strong drive to deliver professional service was my key deliverable.

i ensured the high quality and contributions of my work and my friendly approach to being part of a team was in line to achieve the vision, purpose and goals of NZ Police.

Endorsements

  • “Moira is completely trustworthy and honest. She deals with confidential material accordingly and appropriately.”
  • “During this year, Moira has spent significant time working on the new HRMIS project. She has travelled to Wellington on several occasions and assisted the workstream. She has received nothing but positive feedback from Wellington and as a testament to this, the project team have requested that she work on the project full time for the next 12 months. This is a credit to Moira's hard work and dedication. Whether Moira ends up going to Wellington or not, she should be very proud of being asked to work on this project and the knowledge and input she has had so far will hold Canterbury in good stead come integration time.”
